Hundreds throng Mechukha as Adventure @ Mechukha begins

MECHUKHA, Nov 07: The 2nd edition of Adventure @ Mechukha got off to a colourful start today with hundreds of adventurous enthusiasts thronged the mystic Mechukha in West Siang district.

Kicking off the event, PHED Minister Takam Pario hailed the scenic beauty of Mechukha valley. “It is a matter to be proud of to have a place like Mechukha in the state, which bears immense tourism potential” he added. The beauty of Mechukha is not only for the people here, but equally for the rest of state and nation, the minister added.
Emphasizing on tourism promotion, Pario said that tourism and horticulture would
boost the state economy. He urged the unemployed youths to be skilled and take benefits

Expressing gratitude to the state government particularly the Tourism Department, Festival Chairman P D Sona said that tourism at Mechukha will not only benefit the people of Mechukha rather it will benefit the entire state and the nation. Sona who is also the local MLA further said that Adventure @ Mechukha will be organized every year.
Highlighting the objectives of Adventure @ Mechukha, Tourism Secretary Dr. Joram Beda said, “Adventure @ Mechukha is to promote adventure tourism in the state, besides intending to create a unique brand for Mechukha as an ultimate adventure destination. The tourism secretary added that tourism can create sustainable development in the state and also become a major contributor to the state economy. Mount Everesters Tapi Mara, Tame Bagang and Nima Lama were felicitated during the event. The three Everesters along with fourteen trekkers trekked through snow capped mountains which divides Upper Subansiri and West Siang at Mechukha.
The Adventure @ Mechukha festival, which had already put the state into the World Tourism map and became the centre of tourists (both domestic and international) attraction, is being organized by the Tourism Department and sponsored by Ministry of Tourism of Govt of India. Byaling urges APCS officers to deliver transparent administration
ITANAGAR, Nov 07: Arunachal Pradesh Civil Service officers are the backbone of the state administration and supposed to be strong, dedicated and sincere to deliver a clean and transparent administration to the people, said Home Minister Tanga Byaling while addressing the inaugural session of the 13th General Conference of the Arunachal Pradesh Civil Service Officers Association (APCSOA) at Banquet hall here today.
“It is one of the most sought after services of the state and the risks and responsibility manning the post is equally high, the minister said while exhorting officers to be prepared mentally and physically to take charge of any job assigned to them anywhere in the state.
Making a comparison of the dedicated service of the officers of the union territory days with the present day officers, he said most of the present day officers seek soft postings. “The road communication and other facilities like infrastructure, health and education have improved manifold but our young officers still look for postings in the district headquarters and its nearby areas. The high image of the service left by those dedicated officers should not be allowed to fade away,” he added.
Saying that the scope of a civil service officer is very vast ranging from executive to supervisory and monitoring in nature, he said an individual is identified and recognized not only by holding a particular post but by his actions. “Once you are appointed to a post you are to apply your administrative skills in all fields and not only follow the laid down norms and rules,” he suggested.
While responding to a memorandum, Byaling assured to take up the demand for the implementation of Bagra Committee report with the Chief Minister and Chief Secretary.
State Chief Secretary, Ramesh Negi, was concerned over absence of administrative officers in their posting places and sought fortnightly report from all the DCs and ADCs on the matter. For the people living in the remote areas the administrative officers are next to God, to whom they bring their problems and grievances for solution. Get to the core of their problems and find solution for them, he advised the officers.
The Chief Secretary announced annual book allowances of Rs.2000 so that the officers in the remote areas are updated with changed technology and law and judiciary besides keeping their reading habits and mental alertness.
He felt that some of the officers require refresher training on law and judiciary and as also in administration and development issues. He asked the Commissioner Personnel to work out a plan to send them for refresher training outside the state where there is good faculty and facilities.

ITANAGAR, Nov 07: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma inaugurated the National Conference on emerging technology trends in Agriculture Engineering at North Eastern Regional Institute of Science and Technology, Nirjuli today.
In his inaugural address, the Governor said that the agriculture sector is one of the vital aspects of a dynamic and increasingly globalised world economy. It is the backbone of economic system of any given country. In addition to providing food and raw material, agriculture also provides employment opportunities to a large percentage of population. Proper planning & coordination essential for success of schemes: ZPC
Ziro, Nov 07: “Proper planning and coordination amongst the executing departments and the PRI members is essential for an overall sustainable development in the district,” said Hage Kobin, ZPC, Lower Subansiri district while addressing a meeting of District Planning Committee members at conference hall, Hapoli. The PRI members should be educated in all the schemes and proposals put for further approval by all departments as a need based and grassroot level planning necessitates the involvement of the PRI members, he added. This DPC meeting scheduled in the month of May, was inordinately delayed due to the simultaneous elections, he however expressed hope that the information provided by the departments would enable for a speedy follow up and implementation. He exhorted all the members to cooperate and work in unison for the area development.

The PRI members present in the meeting strongly felt that the schemes and the proposals forwarded from the districts should be routed through the District Planning Committee (DPC). All the three blocks of the district Ziro I, Ziro II and Raga should prepare their individual schemes and proposals and submit the same to the DPC where the feasibility and the public reach of the schemes would be debated and then selected. They also wished that the MLA and the MPs be made part of the DPC, so that people oriented schemes can be selected for the district.
It was unanimously decided in the meeting that the schemes and proposals of the blocks should be prepared by the end of April every year and presented in the DPC meeting which will be scheduled in the month of May. MLAs and MPs will also be invited to participate in this highest body of planning in the district.

National cancer awareness day observed at ASH
Cervical, breast and oral cancer screening prog launched
ITANAGAR, Nov 07: The National Cancer Awareness Day was observed in a befitting manner at the Arunachal State Hospital, Naharlagun today.
The occasion was marked by the launching of Cervical, Breast and Oral Cancer Screening programme which is underway at ASH and also release of booklet on Prevention and Early Detection of Common Cancers of Arunachal Pradesh.
In her address, Secretary Health and Family Welfare, Mallo called for mass awareness of people on cancer prevention and its early detection through various publicity tools. Early detection and early treatment of cancer will help in possible curing and overcoming the dreaded disease, she said adding that Union Ministry of Health & Family Welfare has accorded top priority in combating the dreaded disease.
Lauding the initiative of organizing Cancer Screening Programme at ASH, Mallo appealed all, particularly women to avail the opportunity to overcome the disease and to promote better health.

Director Family Welfare, Dr Gyati Tatu, expressing concern over the rising cases of cancer in the state in spite of having good modalities of treatment, said that in Arunachal Pradesh, traditional food habits like having smoked preserved fish and meat and alcohol consumption are one of the most common causes of stomach cancer, and peptic ulcer. He advocated for avoiding and minimal use of smoked items and adopting a healthy lifestyle and food habits to reduce cancer disease in the state. To cite, he referred to the Apatani delicacy of Pike Pila, which uses ingredients of filtered ash of plants and smoked preserved pork meat, which are both harmful and causes of stomach cancer, if taken regularly. He also raised concern on the growing numbers of Hepatitis infected persons in Arunachal, which is another cause of liver cancer. He laid stress on creating awareness besides early treatment to reduce the cancer disease.
The Director also advocated for providing support through proper counseling to the cancer patient during treatment in the line of AIDS/HIV counseling.

In his address, CMO, Dr. R D Khrime said with rising cancer cases in the country, 11 lakh cases are reported nationwide every year. Stressing on awareness, he said early detection is a must as most of the cancer cases are due to late reporting. Stomach, oral, cervical and breast cancer are the common cancers in Arunachal.

The Job Mela in Arunachal Pradesh is the brainchild of Chief Minister Nabam Tuki which was launched in a grand way at Indira Gandhi Park, Itanagar on 30th August 2013. Out of the 33 Vocational Training Providers (VTPs) from various parts of India, 22 VTPs had been selected by the State Govt. and accordingly each selected VTP had entered an agreement with State Govt. to provide training to selected candidates as per guidelines on various trades.
As much as 14012 youths had registered themselves in the Job Mela but finally 9012 youths had been selected for undergoing training in Skill Development under various VTPs. The first batch of trainees were flagged off from the Chief Minister’s residence on 4th Oct, 2013 by Oscar Fernandes, the then Union Minister.
The first phase training on Skill Development had begun in October 2013 with 22 batches comprising of 914 youths under various VTPs. Accordingly, the 12 batches had completed their three months training period in January 2014, 3 batches completed their 4 months training in Feb, 2014 and 7 batches completed their 6 months training in April, 2014.The following chart indicates the status and its outcome.
The first phase itself shows very encouraging results where 914 youths had undergone
for skill development training in various trades and out of them 13 youths left their
training on one or other reasons, the status position of 279 trainees are yet not
available with the concerned department, 632 youths had successfully completed their
training and all of them had been offered with job but 420 trainees only accepted
the job offer who are now working in different parts of the country, 212 trainees
did not accept the job offer due to personal or other reasons. It is also learnt
that some them are self-
It is the highlight of the first phase training that begun in the month of October, 2013. It is also learnt that several batches have came up after October 2013 for undergoing training under various VTPs.
At the initial stage, many people may not know properly about the job mela and role of VTPs, but slowly and gradually, they will come to know its importance and future for several youths of this State. Explaining the motto of the movement, eminent speaker and Director of Yuva Kendra, Chinmaya Mission, Swami Mitranandaji said that a nation’s true transformation depends entirely on its people. He said if the countrymen transform to become physically fit, emotionally strong, intellectually refined, culturally rooted, actively patriotic and spiritually uplifted, India will be revitalized. PASIGHAT, Nov 07: An awareness campaign on Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme (APCMUHS) was held at the Pasighat general hospital conference hall to sensitize the doctors and staffs of the hospital.
Addressing the participants, Jt. Director of Health Service (T&R), Dr. Kabang Lego informed that the New India Assurance Co. Ltd is carrying out the enrolment process and a committee is closely monitoring for proper implementation of the scheme, headed by the DC as Chairman and DMO as Nodal Officer and representatives of insurance company as members. APITITU seeks advertisement of vacant Mandal posts
ITANAGAR, Nov 07: The Arunachal Pradesh ITI Technical Union (APITIU) has sought early advertisement for the vacant 11 posts of Mandal in the department of Land Management.
In its letter addressed to the director, it claimed that on August 9 2014, out of the 17 vacant posts, only six were filled while 11 are still lying vacant.
Papum Pare District Level Governor Quiz Competition held
ITANAGAR, Nov 7: Amarjeet Singh and Deepjyoti Sapkota of VKV Nirjuli secured first position in the Papum Pare district level Governor Quiz Competition conducted at URC Building, Naharlagun today. The competition was organized by DDSE Yupia.
Komar Pulom and Yapi Haning of Govt Higher Secondary School, Ganga were adjudged for the second position while Tadar Gunkap and Chera Bhai of Govt Hr Secondary School, Doimukh secured the third position.
Speaking on the occasion, DDSE Yupia TT Tara called on the students to inculcate hard work in them to compete in the state level quiz competition.
Former students donate dustbins

ZIRO, Nov 07: The 1989-
“After a gap of 25 years, we the alumni of the school have decided to contribute something which may help the school in maintaining cleanliness and beauty,” said the chairman of the batch Hage Tasser.
In those days, students were sincere, hardworking and law abiding. Nobody dared to go against the will of the school authority for which the school earned good reputation in CBSE results of class ten and twelve. The school also produced highest numbers of bureaucrats, technocrats etc, he said and appealed to student community to follow the footprints of students of those days, he said.
This school has given many of its students, including our batches success and establishment but in return we could not give anything to the school. That is why we have donated few dustbins, said its secretary Kalung Lentho.
Moved by gesture of the former students, Hibu Tama, Principal of the school on behalf of the teaching fraternity and students of the school has thanked them and said they will use the dustbins properly.
Later, during an interaction, the former students assured to the school authority to cooperate in bringing back the past glory of the school.
It may be mentioned here that, the school has passed a crucial phase for the last many years, nobody had paid any attention until the recent incident of murder inside the school campus.
Heaving learnt the condition of the school, Chief Minister Nabam Tuki has visited the school and took stock of the ground reality and committed to provide boundary wall etc. Thereafter SMILE Ziro has repainted the school gate recently.

Don’t malign department and selected candidates
Dear Editor,
We the selected candidates of the recently conducted recruitment examination for Full Time/Part Time Teachers, Warden and Accountant under SSA in West Siang District would like to lay the following few lines in your esteemed daily.
1. The DDSE-
2. Department of Education conducted the competitive examinations with the help of
District Administration as per the advertisement: -
i) Written Examination on 15/10/2014.
ii) Result of Written Examinations declared on 22/10/2014.
iii) Interview/Viva-
iv) Final Result : 27/10/2014.
3. We (selected candidates) would like to state that as per our experience, written
examination has been one of the best examinations so far held in the state and the
best in our district. The quality of question paper, atmosphere and standard of Viva-
Any complaint from any quarters must be coming out of frustration and to malign the image of education department. We know, we have not resorted to any unfair means in the entire examination process. We know that only deserving candidates have come out successfully. In a limited post recruitment examination, not every candidate can be accommodated, and may be some deserving but unlucky few has been missed out. But it does not mean that they should point fingers at other people. Not getting selected in the examination and protesting thereafter is unfair, illogic, misleading and detrimental to the public interest.
Assumptions and presumptions have no place in our society and especially not at all
in the Education Department. Such persons rather should be sued for defaming Education
Department and tried under disruption of public order. Those people who are trying
to malign the department or selected candidates, and above all trying to jeopardize
our future, are anti-

A candidate's cry for transparency
Dear Editor,
This is in response to the letter that appeared in your esteemed daily today under the title “Clarification” by DDSE Aalo.
I am among the failed candidates who appeared the interview for the post of warden,
which had 20 vacancies. Through your esteemed daily I wish to highlight my grievances
and to make it coherent I will make it point-
1. Firstly, this is not an allegation. I have applied for the examination documents through RTI and am awaiting response from the education department. I only intent to highlight what to my understanding is gross misappropriation.
2. Secondly, the word “Looser” used by DDSE, Aalo, is derogatory, unjust and dishonourable. For a person holding such an esteemed post especially in the education department it is important that one learns to select the right words. We should not associate failure to such words.
3. Thirdly, after the written examination I was ranked 3rd among the candidates in the merit list. In the final list after the interview, a candidate ranked 43rd initially was among the list. DDSE Aalo has cited our inability to speak English as one of the reasons for rejection. Here, I wish to highlight that the written examination was also a test of our knowledge on the same subjects. Interviews are meant to test one’s personality but I will not be contesting this.
4. The written examination was of 3 hours and carried 100 marks, whereas to our utter
disappointed the viva-
5. Moreover, in the advertisement it was clearly stated that preference would be
given to a female localite for girl residential Schools. In my case I was the only
local female candidate from Kamba region in the merit list prepared after the written
examination. Kamba region has 2 schools one of which is a girl only school and the
other one is a co-
If candidates have made allegations against the department it has been so because of reasons similar to the ones stated above. We are disappointed with the result but more so with the attitude of the higher ups who have total disregard for us – the candidates.

It is pleasant to know that team of officials from Tourism Department representing Arunachal Pradesh, is attending the 35th World Tourism Market (WTM) being held at London. The main objective of participating in the WTM is to promote the rich tourism potential of the state. WTM is a leading global event for the travel industry being participated by more than 180 countries worldwide. It provides a unique opportunity for the whole global travel trade to meet, network, negotiate and explore opportunity in tourism sector. The participation of Arunachal tourism in such international event will naturally help to sell our state as a popular tourist destination. Despite being blessed with enchanting natural beauty and vibrant culture, Arunachal has not been able to attract enough tourists.
In compare states like Sikkim, Nagaland and Assam has gone way ahead of us in terms of attracting the visitors. It is widely believed that due to the failure of Arunachal government to properly market the tourist destinations of state, we are still lagging behind. Apart from it, the government has also miserably failed to set up proper infrastructure to support the tourism industry. Thousands of government money is being pumped in for the construction of tourist lodges in various parts of the state, but nothing has improved at ground level. Contractors in cohesion with politicians and govt. officials have misused the fund and result is that majority of tourist lodges have not been properly constructed. If these concerns are not addressed, Arunachal will never be able to become a major tourist destination.
